Formosa released over 1.3 million pounds of toxic gases, like benzene, during startup after Hurricane Harvey. These "controlled emissions", as they are often called, bring little comfort to near residents. Formosa released the most reported air emissions in the aftermath of Hurricane Harvey. "Gov. Greg Abbot suspended over a dozen rules related to air pollution, spill prevention and control, underground injection wells, underground and above ground storage tanks, and waste" (Victoria Advocate, August 29, 2017).
