Allison dumped a total of 32 trillion gallons of water on Texas and Louisiana (by comparison, Harvey dumped 33 trillion). Harris County developed a blueprint for land needs for flood damage reduction and conservation. Nevertheless, over the next decade and a half, developers continued to pave over pastureland that previously absorbed flood waters.
